Livestream Upload limit?

I am trying to resume uploading videos to my account, but after OVER TWELVE HOURS, I'm still getting this error message from the studio

You have reached the maximum upload limit of 40 videos for free channels. You can not upload anymore videos today. Please try again in a day

Mind you this is THE FOLLOWING DAY - Not just merely the same day but simply twelve hours later.

Anyone else getting that error message in the same manner or is it just me?

There is a daily limit of 40 uploads in a 24 hr period. This was done by Livestream for some reason.

I've been getting this same error message for 24 hours now, and have only uploaded 3 video clips in the past two days.

What are the parameters for this? Is it 24 hours from the last video that you upload? It is based on a regular day (midnight to midnight?)

Thanks... I never quite understand when I can start officially uploading again.

Also, I have different playlists that may contain the same video. Does that count as a double toward storage space?

All Livestream Free Accounts can upload / import a maximum of 40 videos in a full 24 hours time period. Please wait 24 hours before adding additional content to your Media Library.

I get from reading the forums that the 40 video a day limit is really 40 videos in 24 hours. My questions are these

1) Is it a a rolling 24 hours example
I uploaded 10 videos at 12, 3 more at 5, 7 more at 8, and 20 at 11. So at 12 the next day can I up load 10 more videos or do I have to wait until 11?

2) It appears you can still LiveStream events during that time. Do those LiveStreams count against the 40 videos or are they different?

I keep getting the following error message each time I attempt to upload more videos:

This is the second consecutive day that I am getting this message. Is this common? What should I do? Will I be able to add more videos in the future or do I have to delete videos in order to add more?
