Some people still complain about not able to see signal when it is recorded

Well, this are normally International people who say that they cant see the video. I have seen the Synt and saw that many people are not Synt.
I think this may be a problem with people that live outsite the US. only about 50% are synt.
Can this be fixed. It was working fine in the past.
