how to obtain playlist in xml format

i want to use jwplayer with d-playlist plugin for the VOD

i have api devkey

the difficult are obtain a .xml playlist, i reading the api, but don't understand the method for generate .xml

i test many rss generator online but don't working...

can anybody help me with a little script for, it' possible in my server use php, javacript and html

my playlist are:
