Default FPS drop and stuttering.

Hi! I am using the newest version of Procaster, and I have the Resolution set to 640x480, Encoder h264, Target Frame Rate 25, Target bitrate 400.

I start out with 25 FPS, but after about 30 seconds, it starts to drop down to 19. After a little more while it stays at 5 FPS and then goes up to 10, and then again.

This is my internet:

Is it my internet that is causing this? I thought I had a pretty good internet connection, but apparently not. My hardware is pretty decent:

ATi XFX 5770
Asus P5Q Pro Motherboard
Intel Core 2 Quad Q9650 Extreme
4gb TwinX DDR2 RAM
1000w Chieftec Super Series PSU
No Soundcard

I really want to be able to shoot Starcraft II without lag at 30 FPS constantly. Is there any hope for me?

Can you check what your CPU usage is like while playing and broadcasting? Procaster usually tries to compensate for either internet connection or CPU overload by dropping the frame-rate.
