How to Broadcast in game Video?

I am trying to broadcast my Call of Duty 4 sessions, in game video. i have seen lots of people broadcasting Word Of Warcraft in game cameras and Call of Duty but i have no idea how to do it, can somebody take me threw the steps of achieving this? thank you

I believe it's a piece of hardware I've seen someone showed to me, meaning you have to buy it. I can't remember where, It said it cost $30 at NCIX.com but they were all out of stock.
