Default broadcast offline

Hello, let's say I have to broadcast somewhere where it is not possible to stream on-line because of slow speed internet connection (this is a major issue in Italy, unfortunately), is it possible to retrieve the output that otherwise would be sent to livestream.com and record it with a pc so that I would be able to stream it once I get a better connection? Is it possible to make a router stream the signal of livestream broadcaster to a certain ip/url so that even if someone doesn't have internet can view my streaming (considering that there is no internet available or the bandwidth speed is too slow to support more than few computer connected to the internet at the same time)?

Or is it possible to simply see what my camera would broadcast (like the procast preview function) from my computer without the need of an internet connection? I'm thinking of a production with multi cameras, some of which cannot be connected via cable, which I need to control from my PC.
