Poor Upload Speed (Solution?)

I really want to stream but my connection is 0.2 uplaod. Basically i was thinking this...

I buy a server/vps setup some sort of way to upload my screen input to the vps.. so for example it would upload 1000 frames per minute..

But for me to require to have a good working stream i would need 2000 frames per minute, So i would let the frames build up on the vps so for example i would let it have 100,000 frames and then start the livestream from the vps, and continually upload the 1000 frames per minute.. so by the time it catches up i will be finished streaming..

Does anyone think this may be an option? i can't upgrade my internet i live in a rural area.
