(tq) request stream on set bitrate

ill do my best not to get too confusing:

lets assume channel X is currently streaming at a 600 bitrate.

is there a way to load the stream into the player at a different bitrate? for example, make the old player load channel X but at a 150 bitrate?

The channel would have to be broadcasting in multiple bit rates in order for the viewer to adjust the quality setting.

what about the mobile compatible stream?

could i request than stream to be played on another player? are there alternatives to the iframe?
