First off, I know its a stupid question, but any idea, how often a channel is active, or better yet why is a channel listed, but is consistantly offline? Thanks.

In particular this is the channel I'm asking about. Thanks.

Unless the channel owner has a set schedule of broadcasts, there's really no way to know when the channel will be broadcasting. Premium and verified channels will always appear in the channel guide, regardless of whether they are live or not.
