Please try streaming with webcam only.

I'm thinking it might be your GPU
Mobile Intel(R) 4 Series Express Chipset Family

On the right side of this page there's a link to a Driver Update Utility. Please use that test and update the driver if needed.

If it's an integrated GPU it may be using system memory so maybe there's a lack of memory. Streaming the desktop relies heavily on the GPU.

While I see the GPU chipset series I don't see the specific chip. See if using the tools here identifies it.

Did you run this to check for updates?

I'm trying to determine whether you couldn't find it or it reported you don't need to update.

That 2nd report is interesting especially since it failed to identify the chipset and said it was either not detected or disabled.

On your computer click Start menu, select Control Panel, select Display, click on Settings tab and post what it says. It should report both the display and the graphics card.

Please do test streaming with webcam only.

So for the 1st part - yes did that one exactly. This is what it returned me:

2nd - Sooo...this? 1.Plug and Play Monitor on Mobile Intel(R) 4 Series Express Chipset Family.

As for the third, I tried streaming through webcam again and it works fine. Just when I change into desktop it starts to crash.

i think it has something to do with the image program vb.net you are using if it other program works fine when you are streaming an image.
