Procaster ignoring target bitrate

Whenever i use procaster, every time, no acception with any setting i attempt, it always broadcasts at really high numbers. Usually between 800-1300 kbps. This i find strange since i have the free plan which shouldn't let me stream over 500 kbps total.

This is dependent on the quality setting you select before starting Procaster, if you set the quality to normal instead of High or HD you should see a lower bitrate output.

But i have it set to custom, and then configure it myself. I've had it set to target 300 kbps and it still goes all the way up to 800-1300.
