Does a live stream clip only get an ID once it has been broadcast?

Does a live stream clip only get an ID once it has been broadcast?

Hi there, this might seem like a funny question but is there any sort of ID that a new stream can be referenced by? Or is the clipId only assigned once the stream has been recorded?
