How do you unban people?

My friend is trying to figure that out, and I need to know what the command is. Can anybody help me?

When logged in as a moderator, click the silhouette icon at the bottom of the chat widget. This will show you a list of all chat participants, as well as banned users. Click the 'X' next to the banned user to unban them.

Well, he tried that, but my username didn't appear on the list, and I was logged in, too. What could be the problem? I heard there was a glitch with IP bans, and I believe he could have IP banned me. could that be the case?

Well, he goes by TheDJTC, and his channel is called "The T.C.'s art hole as seen on TV!" Of course, I'd be more than happy to have him post on this thread confirming what I'm saying if that's needed, but there's that.
