Broadcasting videos

This question might be a bit dumb, but I'm new to the new Livestream. Can free users broadcast videos uploaded from their PCs and can the storyboard be run on auto-pilot? If yes, give me instructions how and where I can do it?

And 1 last question, will the New Livestream replace the old Livestream?

New Livestream is a new platform with advanced functionality independent of original Livestream.
