Yes and it can be a very tight line. 496kbps (400kbps video 96kbps audio) would work. If you can get away with lower audio bit rate you can bring up the video a little. Another way to eek out a little more quality is to target Livestream's frame size as close as possible to minimize scaling.

Just an FYI,

If you use Procaster you can stream above 500Kbps with a free channel. I recommend making the switch, especially if this is important to you.
