Use Static Image on Fullscreen

Is there any way to upload a static image graphic for use in full screen mode? We would like to be able to talk about screenshots and pictures, but we can only figure out how to upload video clips. I don't want to use an "over the shoulder graphic" because then we have to move the camera, and that means having a camera person.
