Question on Lower Thirds

I'm not sure they are really are lower thirds, but I think they are. I do not want a motion background to them. On the style channel pallet all the backgrounds have motion. I need to serve a population that does not have access to high speed DSL (many are at 256k) so I want to reduce the bandwidth used. The motion in the lower thirds is wasteful and distracting. Is there any way to remove the motion background??
