is Sony HDR-HC7 compatible for livestreaming?

You should be able to use the HDR-HC7 with the addition of a capture device. There are a selection of Black Magic capture devices with HDMI input in our store.

If you'd rather use the composite output, I'd recommend using the Grass Valley ADVC-110.
